Included in your charter rate is the vessel and a professional crew. All other costs such as: fuel, tax, provisions and any other expenses are part of your APA.
Advance provisioning allowance (APA) is a pre-payment held by the captain. Any unused monies from the APA account will be refunded after the charter is complete. Additional to the APA, 15%-20% of the base charter rate should be added for crew gratuity.
